Holar Samaj Arthik Vikas Corporation

Introduction:

To ensure the holistic development and economic upliftment of individuals from the Holar community, which is included in the Scheduled Castes category and primarily resides in the districts of Western Maharashtra, various schemes (Seed Capital Scheme, Direct Loan Scheme, Individual Loan Interest Reimbursement Scheme, Group Loan Interest Reimbursement Scheme, Educational Loan Interest Reimbursement Scheme, Skill Development Training Scheme, Women Self-Sufficiency Interest Reimbursement Scheme) implemented under the Sant Rohidas Leather Industries and Leather Workers Development Corporation will be extended to benefit the Holar community. For this purpose, the establishment of the Holar Community Economic Development Corporation (subsidiary) under the Sant Rohidas Leather Industries and Leather Workers Development Corporation has been approved by the government resolution dated October 15, 2024. The operations of this subsidiary will be managed by the Sant Rohidas Leather Industries and Leather Workers Development Corporation.

A) Structure of the Subsidiary (State Level / District Level)

The headquarters of the subsidiary will be located in Mumbai, at the same location as the headquarters of the Sant Rohidas Leather Industries and Leather Workers Development Corporation. The Board of Directors of the corporation will include a Chairman, a Vice-Chairman, three non-government members, and three government members.

B) Functions of the Subsidiary:

1. Working for the welfare and development of the Holar community in the state.
2. Providing low-interest loans for self-employment to individuals from the Holar community and ensuring their recovery.
3. Providing credit facilities, equipment, and technical and managerial tools to improve the economic condition of the Holar community.
4. Offering necessary services for the production, assembly, and supply of products, goods, materials, and equipment for the Holar community.
5. Initiating and promoting schemes for the welfare of the Holar community in the state and preparing reports for these schemes.

• As per this government resolution, the establishment of the Holar Community Economic Development Corporation (subsidiary) will be carried out by the Sant Rohidas Leather Industries and Leather Workers Development Corporation in accordance with the prevailing laws and regulations.
• Currently, all the schemes being implemented for the leather worker category through the Sant Rohidas Leather Industries and Leather Workers Development Corporation will be independently implemented for the Holar community.
• For the financial year 2024-25, the necessary provision for the Holar Community Economic Development Corporation, this subsidiary, will be approved from the share capital budget head of the Sant Rohidas Leather Industries and Leather Workers Development Corporation (4225-0042).
• The necessary positions (organizational structure) and financial provisions for the subsidiary will be independently handled by the department.
• Additionally, the workload and criteria for the approved positions in the subsidiary will be based on the workload and criteria of the positions in the main company.
• The headquarters of the Holar Community Economic Development Corporation, this subsidiary, will be located in Mumbai, under the current headquarters of the Sant Rohidas Leather Industries and Leather Workers Development Corporation.
• For district-level operations, the work of the subsidiary will be carried out by the approved officers/employees of the district offices of the Sant Rohidas Leather Industries and Leather Workers Development Corporation.
• Currently, the existing Managing Director of the Sant Rohidas Leather Industries and Leather Workers Development Corporation will also serve as the Managing Director of this subsidiary.
• The registered office of the Holar Community Economic Development Corporation (subsidiary) will be located in Mumbai.
