National Action Plan for Drug Demand Reduction (NAPDDR)

- Social Justice and Special Assistance Department, Government Resolution No.: DDP 2019/Pr.No.110/Samasu dated November 25, 2021.
Objective of the Scheme:
- The main causes of substance abuse include mental stress, lifestyle changes, and social and economic reasons. It is essential to create plans to address these issues and prevent substance abuse. Considering constitutional provisions, this central scheme aims to improve citizens’ health, nutrition, and quality of life.
Nature of the Scheme: 100% Centrally Sponsored Scheme
- Preventive Education and Awareness Creation: Conduct preventive education classes and awareness workshops in areas with a high prevalence of addiction (educational institutions, workplaces, slums) to inform people about the dangers and effects of addiction. Professional involvement for treatment can be included. Programs will be conducted in collaboration with other central ministries, state governments, universities, training institutions, and NGOs.
- Capacity Building Programs: Provide training on identifying, treating, caring for, and rehabilitating addicted individuals.
- Treatment and Rehabilitation: Establish and support de-addiction/rehabilitation centers in hospitals, medical colleges, and prisons.
- Quality Standards: Develop models for treating addiction in various categories and age groups to ensure quality standards. Certify and improve the quality of de-addiction facilities across the country.
- Reducing Drug Demand: Focus on vulnerable areas to promote collective self-help efforts among addicted individuals and groups. Gather feedback from IRCA and implement further programs.
- Train youth to counsel addicted youth and deter them from addiction.
- Implement de-addiction programs and establish Outreach and Drop-in Centers.
- Skill Development and Employment Opportunities: Provide skill development, vocational training, and livelihood opportunities to individuals affected by addiction.
Nature of Benefits:
- A detailed action plan amounting to Rs. 5,87,00,000/- (Five Crores Eighty-Seven Lakhs) has been submitted to the central government as per Government Letter No. DDP-2019/C.R.110 dated August 2, 2023.
