Objective of the Scheme:
- As per the Government Resolution dated August 17, 2011, of the Social Justice and Special Assistance Department, the de-addiction policy of Maharashtra State has been announced. In line with the implementation of this policy, Nashabandi Mandal, Maharashtra State, Mumbai, conducts de-addiction awareness and promotion activities in every district of Maharashtra through various programs such as meetings, camps, organizers’ conferences, rallies, etc.
Nature of the Scheme:
- Since 1992, Nashabandi Mandal, Maharashtra State, Mumbai, has been receiving assistance grants from the Social Justice and Special Assistance Department for salaries, honorariums, travel expenses, welfare expenses, promotional expenses, and office expenses for employees and officers. Assistance grants are provided to Nashabandi Mandal, Maharashtra State, Mumbai, for de-addiction awareness and promotion.
Nature of Benefits:
- As per the Government Resolution No. DDP-2010/Pr.No.268/Amendment-1 dated November 9, 2011, an annual grant of Rs. 30.00 lakhs has been provided since the financial year 2012-13.
Terms and Conditions:
- The Mandal must submit the de-addiction promotion program for the next financial year to the Commissioner, Directorate of Social Welfare, Maharashtra State, Pune, Women, Child, and Disabled Development, Maharashtra State, Pune, by December 31, and obtain approval from the Commissioner by March 31.
- The Mandal must submit the budget for the upcoming financial year to the Commissioner, Women, Child, and Disabled Development, Maharashtra State, Pune, by September 30, and obtain approval from the Commissioner by February 28/29.
- The Mandal must use the Rs. 30.00 lakh grant received from the government for de-addiction promotion activities in Maharashtra State. No other expenses are permissible from this grant.
- The Mandal will receive the grant for the current financial year only if the Commissioner is satisfied with the de-addiction promotion activities conducted in the previous year. The grant will be approved in advance quarterly installments by the Commissioner, Women, Child, and Disabled Development, Maharashtra State, Pune.
- The Mandal must submit a detailed report of the de-addiction promotion activities conducted throughout Maharashtra State in the previous financial year to the Commissioner by June 30 each year.
- The Mandal must maintain updated accounts of the grant received from the government daily. The audited balance sheet and income-expenditure statement for the previous year’s de-addiction promotion expenses must be submitted in triplicate to the Commissioner by June 30 and made available to the Auditor General for inspection.
- The Mandal must submit a utilization certificate in the prescribed format, certified by the Mandal’s auditor or a Chartered Accountant, stating that the grant amount sanctioned for the previous financial year was spent for the intended purpose, to the Directorate by June 30.
- The Mandal must submit an undertaking on a Rs. 5/- stamp paper dated March 3, 1989, to the Commissioner of Prohibition and Excise, Maharashtra State, Mumbai, and continue to do so. The Commissioner, Women, Child, and Disabled Development, Maharashtra State, Pune, must keep this undertaking in their possession.
- All the above conditions are binding on the Mandal. The Mandal must strictly adhere to these conditions and any instructions and orders issued by the government from time to time.
- If it is found that the Mandal has not complied with all the above conditions appropriately, the Commissioner may withhold the Mandal’s grant.
