To realize the vision of the architect of the Constitution of India, Dr.Babasaheb Ambedkar; To achieve the objectives enshrined in the Constitution of India viz. Justice, Liberty, Equality, Fraternity among the peoples of our nation; To uplift the disadvantaged sections of the society, from the vortex of blind faith, superstition, communal hatred, caste bias, To obliterate disparity based on sects or gender and develop brotherhood, Scientific temperament and Communal harmony, the Government of Maharashtra in Cultural Affairs, Sports & Tourism Department, vide No. UTA, 1078 / D-XXV dated 22nd December, 1978 established “Dr. Babasaheb Ambedkar Samata Vichar Peeth”. This Samta Peeth started functioning on 12th March 1979 from the premises of Mahatma Phule Backward Classes Development Corporation Ltd, Mumbai. By Govt. order, Dr. Babasaheb Ambedkar Samata Vichar Peeth was relocated to Pune at the present address- 28, Queens Garden, Pune, on 11th February 1987.
The said organization, subsequently, became autonomous, under its present name- Dr. Babasaheb Ambedkar Research & Training Institute (BARTI), Pune, the Department of Social Justice and Special Assistance, Govt. of Maharashtra in the year 2008. This Institute is committed to the cause of equality and social justice through scientific research, evaluation of schemes meant for socially disadvantaged sections, policy advocacy, training, skills development etc.
Vide Govt. of Maharashtra, Social Justice and Special Assistance Department Resolution No. AaPraSa- 2005/ Case No. 383/ MAVAKA dated 30.4.2008, approval has been granted for registration under the Indian Society Registration Act, 1860 and Indian Public Trusts Act, 1950 to Dr. Babasaheb Ambedkar Research & Training Institute, Pune, and thus, the name of the society came to be known as Dr. Babasaheb Ambedkar Research & Training Institute, (BARTI), Pune, having its registered office at 28, Queens Garden, Near Old Circuit House, Pune – 411 001.
Director General, Dr. Babasaheb Ambedkar Research & Training Institute (BARTI) is appointed as the Chief Coordinator of Caste Certificate Scrutiny Committees in the state. There Committees are established to scrutinize the Caste claims of SCs, VJ, NT, OBC and SBC. Accordingly, the Director General has effective administrative control of fifteen Divisional Caste Certificate Scrutiny Committees.

The year 2013 is of great significance to BARTI. A hundred years ago, in 1913, Dr. Babasaheb Ambedkar, the genius behind the Indian Constitution, journeyed to Columbia University, New York for postgraduate studies. This journey ignited one of the finest human minds in the quest to blaze a path to equality for all Indians. In grateful commemoration of this eventful journey, BARTI undertook various welfare projects for the socially disadvantaged sections of the society.
In January 2013, BARTI established a dedicated Skill Development Cell (SDC) for formulating a comprehensive Skill Development Policy for BARTI and for effective implementation of Skill Development programs across the state. In the same month, the Skill Development Policy of BARTI was framed keeping in view the key tenets of National Skill Development Policy, 2009. BARTI has appointed several Training Service Providers (TSPs) to impart skill development trainings at no cost to the candidate, wherein the complete cost towards imparting the training is borne by BARTI.
With a motto of “Ekach Dhyaas, Kaushalya Vikaas” BARTI has a vision to partner with reputed organizations and facilitate skill development trainings for socially disadvantaged and weaker sections of the society in State and assist them in placements.
Dr. Babasaheb Ambadkar Research & Training Institute, BARTI, Pune is conducting Youth Leadership Training Program for educated SC Youths to improve their leadership qualities and inculcate a sense of social responsibility towards the backward societies in the country.
Out of 523 candidates, 376 male candidates and 147 female candidates have taken training from 34 Districts of Maharashtra. 72% Male & 28% Female participants have taken benefit of this program.
So long as social equity, harmony and brotherhood are not established, there cannot be true social, educational and economic development. Communal hatred in any form is intolerable and is abhorred by any civil society. To eradicate such communal hatred arising from irrational thoughts, it is essential to spread awareness among people, from all walks of life. To achieve this noble goal, BARTI is implementing the Samatadoot (Ambassadors for Social Equity) project.
BARTI has identified key Research Areas that require inquiry and in-depth analysis from the vantage point of Social Justice, Equity and related fields. It also prescribes policy level suggestions and takes up awareness programmes through action research projects.
Dr. Babasaheb Ambedkar National Research Fellowship (BANRF)
BARTI initiated Dr. Babasaheb Ambedkar National Research Fellowship (BANRF) in 2013, the very first research fellowship in his name in the country.
The fellowship scheme is formulated and funded by BARTI and named as "Dr. Babasaheb Ambedkar National Research Fellowships (BANRF)." The fellowships are open to Scheduled Castes (SC) candidates belonging to Maharashtra who wish to pursue regular and full time M. Phil and Ph.D degrees in Sciences, Humanities, Social Sciences and Engineering & Technology. From the year 2015, the number of BANRF would be 125.

BARTI imparts training to human resources of various cadets in social justice and Special assistance department.
Barti has special cell for awareness and trainings about prevention of the SC & ST ( Prevention of Atrocities) Act. At various district and taluka levels, training programmes are being organized for police officers, revenue department personnel, social justice department personnel, social activists, NGO’s, local representatives etc.
Barti organizes coaching for UPSC, and other competitive exams for SC candidates.
Barti has taken large scale publication work. Books on Social Justice, Equity, removal of caste bias, brotherhood removal of superstition, woman empowerment etc. are being distributed free of cost.
Bharat Ratna Dr. B. R. Ambedkar National Memorial located in Mahad, district Raigad, was established by Government of Maharashtra. Mahad is known as Kranti Bhoomi because of Dr. Babasaheb Ambedkar’s struggle for human rights, his Satyagraha at Chavdar Talab, also known as Satyagraha of Mahad. This memorial is maintained by BARTI. Dr. Babasaheb Ambedkar’s memorial at Yeola, Nashik is also maintained by BARTI.
Under special component plan, most of the schemes for the upliftment of the backward class of society are implemented by the Social Justice & Special Assistance Department of the state. Evaluation Cell of BARTI is conducting an evaluation study of various important developmental schemes implemented by the Social Justice & Special Assistant Department. The reports of these evaluation studies will be useful to the government while taking policy decisions.
